Is camouflage a kind of mimicry?

The words are defensible; the impression they create is not.

No, and the distinction is what stops the word covering every resemblance in nature. Mimicry needs three parties: a model, a mimic, and a receiver whose behaviour changes because it is deceived. A stick insect is not being treated as a stick and acted on accordingly — it is not being detected at all, which is camouflage.

The claim as it circulates

A stick insect mimics a stick, a leaf insect mimics a leaf, and an octopus mimics the seabed. Mimicry is what animals do when they look like something else.

What was claimed
That mimicry is resemblance to something else, and that camouflage — resembling the background or an inedible object — is an instance of it.
What was actually observed
Documented mimicry systems consist of a model, a mimic and a receiver whose behaviour is altered by the resemblance, and the dependence on the receiver is directly testable: harmless kingsnake replicas in mimetic colouring were attacked less than plain ones inside the venomous coral snake’s range and lost that protection entirely beyond it. The mimic was identical in both places; only the predators’ experience differed.
What the evidence supports
That mimicry operates through a third party’s learned behaviour, and can be switched off by removing that party’s experience while changing nothing about the mimic. That the categories — Batesian, Müllerian, aggressive, sexual — are distinguished by who is deceived and what they are deceived about.
What it does not support
Extending the word to any resemblance. Camouflage works by not being detected, masquerade by being detected and dismissed as an uninteresting object, and convergence by two lineages solving the same problem with no receiver involved at all. Collapsing these into one word loses the mechanism each depends on.

Masquerade is the genuinely awkward middle case and worth naming, since it is where the boundary actually blurs. A caterpillar that looks like a bird dropping is detected — the predator sees it — and then classified as something not worth eating. That involves a receiver making a decision, which sounds like mimicry, and the model is an object rather than an organism, which sounds like camouflage. Most authors treat it as its own category for exactly that reason.

The reason to hold the line at all is that a word applied to everything describes nothing. "Mimicry" makes a specific and testable claim — that some third party’s behaviour depends on the resemblance — and the kingsnake experiment shows what testing it looks like. Applied to any likeness, the word stops predicting anything.

Looking like a leaf in order not to be seen is camouflage, not mimicry — nothing is being fooled into treating it as a leaf and acting accordingly. The distinction sounds pedantic and it is what stops the word covering every resemblance in nature, at which point it stops meaning anything.

Plasticine replicas of the harmless scarlet kingsnake in mimetic ringed colouring were attacked significantly less than plain brown replicas at sites within the range of the venomous coral snake, and lost that advantage entirely at sites beyond the model’s range. The resemblance is identical in both places; what differs is whether local predators have encountered the model.

Only where the predators have met a coral snake. The mimicry is not a property of the snake — it is a property of a relationship with a third party, and taking that party away leaves a conspicuously striped animal with nothing to hide behind.
